Approaches to Research and Assessment of Strategic Sustainability (Using the Example of Coal Mining Mines in the Donetsk People's Republic)

The article systematizes the basic components of strategic sustainability of regional economic systems (RES), defines the toolkit for its provision, and justifies directions for improvement. The research goal is to generalize approaches to strategic sustainability, develop a mathematical assessment model using the Analytic Hierarchy Process (AHP) by T. Saati, and test it on coal industry enterprises in the Donetsk People's Republic (DPR). The work discusses the essence of sustainability and strategic sustainability, their interrelation, researchers' definitions, place in the sustainable development paradigm, and the need for implementation in RES as a linking element between micro- and macroeconomic levels. AHP is proposed for assessing and ranking mines by sustainability potentials, tested on four enterprises. Results can serve as a basis for development strategies and comprehensive evaluation of the coal sector's impact on the region's socio-economic-ecological development. The informational aspect is addressed in the context of the Fourth Industrial Revolution and digital integration.
