Approaches to assessing the characteristics of human resources in the field of scientific research: regional aspect

The article is devoted to a comparative study of the human resources potential of the subjects of the Russian Federation in the field of science and innovation in the context of analyzing not only quantitative, but also qualitative components of human resources for the development of science in the regions. The research materials used are figures from Russian statistical observations for the period from 2010 to 2018, as well as materials from the international scientometric database Scopus. The paper proposes a matrix for positioning the subjects of the Russian Federation depending on the parameters of scientific and innovative productivity of territories and the degree of concentration of human resources in the scientific field.
