Approaches to assessing interagency cooperation in the field of AML/CFT

In modern conditions, the AML/CFT/FMT system assumes the existence of a unified legal, institutional and operational framework that allows for effective interaction of all participants involved in countering and detecting violations. The authors identify three groups of criteria according to which it is advisable to evaluate: the quality of interdepartmental interaction, staffing of structural units involved in interdepartmental interaction, resource provision of structural units (excluding the personnel component. For each group of criteria, within the framework of a separate case of illegal actions or the current process of activity, for each individual interaction of subjects, it is recommended to evaluate the levels of effectiveness of interaction and influence. The authors conclude that the described approach to assessing the effectiveness of interaction between departments and organizations in the AML/CFT system is the basic one for the assessment system being built.
