Approaches to organizational and economic support for state policy of rural tourism development in the Russian Federation

Tourism development in the Russian Federation, which became especially dynamic after adoption of Federal Target Program ((Development of domestic and outbound tourism in the Russian Federation in 2011-2018», promotes competition among regional travel products. Tourists become ever exacting as regard expected impression as they try to satisfy various requirements during their trip. The capacity of flash packing, weekend tourism and caravanning segments is growing. Tourism market entities are looking for opportunities for travel product diversification, aiming at its originality, uniqueness and authenticity. All this creates conditions for rural tourism activation. However, the state rural tourism policy is not fully constructed and support mechanisms used are usually initiated by regional authorities and thus are of quite irregular nature. There is lack of coordination between certain tools and mechanisms of state policy in agriculture and tourism at both the federal and the regional levels. As a result, rural tourism potential capacity is not fully used when solving social and economic problems of rural areas. On the other hand, demand for countryside recreation remains unmet. Thus, the state policy in rural tourism cannot be developed separately from creation of efficient organizational and economic mechanism. Firstly, it concerns arrangement of events that determine the trends for rural tourism as well as designing the most efficient methods and measures for rural tourism development.
