Approaches to the perfection sanction norms of liability for crimes against human rights and freedoms

The article is devoted to the issues of criminal liability for encroachment on the human rights and freedoms. As the basis of perfection propositions to sanction norm's, stipulated by Chapter 19 of the Criminal Code of the RF, the author puts the idea of using comparative legal approach, within which a comparative analysis with related norms of foreign criminal law, forerunning the domestic legislation and related norms of the Criminal Code of the RF for the purpose of unification of punishment for criminal acts having similar rate of social danger.
