Search for paradigms of development strategy territorial systems: synthesis of incrementalism and resilience

The change in geopolitical and geo-economic conditions actualizes the search for adequate principles of regional governance. It is necessary to identify the features of management objects formed under the influence of new factors - the tools of hybrid warfare and the formation of the so-called “gray zones”. The target settings of the study - from the standpoint of the theories of regional science, strategic management, military science to determine the specifics of border, peripheral territorial systems - regions - subjects of the Russian Federation, which are in the zones of influence of military operations. The theoretical and methodological basis of the study was the provisions of spatial and geoeconomic theories, systems theory, evolutionary economics, the theory of “center - periphery”. A set of methods of scientific research is used: comparison, synthesis, system, strategic and expert analysis. Intersectoral synthesis made it possible to identify the main features of the emerging type of new space and its components. The signs of new spaces that differ from traditional territorial systems are described - in terms of the role in the “center-periphery” process, the scale of changes, the long-term nature of actions, the possibility of establishing control, the problems, the nature of actions in this space. The necessity of transition in the strategization of socio-economic development to a synthetic paradigm emanating not so much from the risks that form the managerial modern technologies on the principles of incrementalism, but from its own factors and resources that make up the potential for the resilience of territorial systems has been substantiated.
