Based on the analysis of state program documents in the field of education, the article examines the process of finding a strategy and mechanisms for the development of primary and secondary vocational education at the turn of the century. The author shows that it was a complex and contradictory process, during which even the inclusion of new ideas in the documents of the highest bodies of state power in conditions of resource constraints did not guarantee their implementation.
