Polemic about the ways of formation of the Soviet public prosecutor's office

The article is devoted to history of legislative registration of the Soviet public prosecutor's office. The author analyzes the discussion which developed in the first half of 1922 about the ways to create of bodies of supervision of legality. The question of submission of Public Prosecutor's Office to central Ministry of Justices or to the local Soviets became the corner stone of the discussion. The majority of the party and Soviet workers of that time acted for so-called «double submission» of the Public Prosecutor's Office. As a result the concept of rigid centralization of the Public Prosecutor's Office and its strict submission to the central Ministry of Justices has prevailed.
