The article focuses on strengthening of autonomous forms of the citizens’ political activity considering the high level of absenteeism sentiment in Russia. The author reveals the dependence of the demand for direct democracy institutions and their efficiency from the political culture of a society. The measures aimed at the development of the legal and political culture of the population are suggested in the study.
