Political dimension of public-private partnerships: some problems of implementation in the natural monopoly sphere in the field of transport security (in the case of the railway transport)

The article discusses the history of the development of public-private partnership in Russia, its features and the possibility of implementation in the field of transport security. On the example of the railway industry, the main problems of state policy formation, as well as the implementation of projects with the participation of business and the state are identified, the issues of financial support for transport security are considered. The author concludes that there is a lack of systemic policy measures that could contribute to the development of a partnership between the state and business in the field of railway safety.
