Regional policy on the implementation of the mechanisms of Federal law № 189-FZ in 2024

The purpose of the research presented in this article is to assess the policy of the regions on the introduction of mechanisms for the organization of public (municipal) services, implemented by the Federal Law of 13.07.2020 № 189-FZ “On the state (municipal) social order for the provision of public (municipal) services in the social sphere”. The actuality of the research is dictated by the need to summarize the preliminary results of the approbation of this law in connection with its conclusion in 2024 and consideration of the draft law on amendments to this law, providing for the extension of its validity and its application throughout the Russian Federation. The main methods used in the study were analysis, generalization and grouping of information presented in the state (municipal) social orders for the provision of state (municipal) social services in the social sphere for 2024, as well as the method of comparison and the tabular approach. The results of the analysis represent an assessment of three main indicators reflecting the degree of application of competitive procedures for determining service providers in 33 regions participating in the approbation in 6 areas of activity (social services, sanatorium-resort treatment, sports training, palliative medical care, tourism and promotion of employment). n conclusion, based on the results of the assessment, criteria for the distribution of the Russian Federation subjects were formed depending on the degree of implementation of competitive mechanisms for organizing the provision of services and regions with active, moderate and inactive policies were identified.
