Russian Federation Policy on the Development of University Science: Assessments of the Scientific Community

This article examines the current implementation of the Russian Federation’s policy on university science development. It emphasizes that this issue, as part of the broader issue of ensuring Russia’s scientific and technological sovereignty, is currently being actively discussed by both Russian political scientists and practitioners. The aim of this study is to empirically test the hypothesis of consensus between the government and the university community on the priorities of Russia’s scientific and technological development, and particularly the development of the scientific potential of Russian higher education. The survey involved 200 academic staff from 20 Russian universities (both traditional and specialized universities, such as those in engineering, humanities, economics, and others). The fieldwork phase of the study was conducted via online questionnaires from March 6, 2024, to April 26, 2024.
