Political and legal criteria of the personnel selection and placing in the VCHK (temporary extraordinary commission) authorities in localities

The organizational and legal fundamentals of the activity of the authorities struggling against counterrevolution in the sphere of their staffing are researched in the article. The author gives special attention to the issues of formation of the Cheka (Extraordinary Commission) office staff at the level of the Eastern Siberia provinces during 1920-1921.
