Powers of local governance boards industry and features of their implementation in the pre-war period

The article examines the features of the functioning of local councils from the point of view of their powers to manage enterprises located in their subordinate territory. The chronological framework covers the pre-war period (after the constitutional reform of 1936-1937 before the start of the war). Party and administrative acts, archival materials are analyzed. It is noted that local councils, being a link in the administrative-command system, did not have sufficient independence, which negatively affected the effectiveness of their work.
