Legal regulation of the powers of the representative body of a rural settlement

In accordance with the current Federal Law "On General Principles of Organization of Local Self-Government in the Russian Federation" of 2003, in municipalities, in general, a representative body of the municipality, the head of the municipality, and a local administration (executive and administrative body of the municipality) must be formed without fail. In this context, the article examines the powers of the representative body of the municipality in relation to rural settlements, with special attention paid to the control powers of representative bodies of rural settlements, given that this aspect of their activities is still insufficiently developed. Accordingly, the norms of both the specified federal law and other regulatory legal acts and legal documents, including the charters of rural settlements, as well as scientific works that address this issue are analyzed. Proposals for improving the regulatory framework for these powers are substantiated.
