The concept of urban agglomeration: social and legal aspect

The article analyzes the characteristics of an urban agglomeration and methods for identifying its boundaries proposed by geographers and urban planners. The directions for transforming these features into legally significant characteristics are determined. The relationship between urban agglomeration and supra-agglomeration urbanized areas, as well as territories with a special regime of economic activity, has been studied and the author’s definition of urban agglomeration has been proposed.
