The concept and problems of legal regulation of housing legal relationship

Introduction: despite the fact that the Housing Code of the Russian Federation defines the housing rights of citizens and names the grounds for their occurrence, there is no consensus in the scientific literature on which rights arising from housing relations regulated by the housing legislation are housing rights and what their legal nature and system are. The paper discusses various definitions of the concept of housing relations. The main problems of the legal regulation of housing relations at the present stage are analyzed.
