The conception and the system of rights protection guarantee provided to criminal proceeding participants at the stage of completion of preliminary investigation by drawing up an indictment

This article discusses various scientific opinions concerning the issue of legal guarantees in the criminal proceedings. The author argues in favour of the interpretation of the legal guarantees according to the Article 6 of the Criminal Procedure Code of the Russian Federation. The research deals with the conception, the content and the system of the rights protection guarantees provided for participants of criminal proceedings at the stage of completion of preliminary investigation by drawing up a conclusion to indict. An original definition of the procedural guarantees under consideration is presented in the paper. The author also reviews the classifications of rights protection guarantee of criminal proceeding participants, developed by researchers of procedure laws.
