Understanding on the concept, as a document of strategic planning, and its structure in the application to the development of experimental digital economy of the agrarian university

Creating a network of innovative sites is one of the objectives of the sectoral program "Digitization of Agriculture". Agrarian universities have profile specificity, activities and infrastructure potential. Therefore, they should be the basis of experienced digital farms. However, currently there is no universal program document that determines the order of organization and development of such structures, and also takes into account modern trends and individual features of educational organizations. In addition, there are no generally accepted definitions of concepts, distinctions in the sequence of creation, form, content and scope of use of various categories of political and program acts. The terminology and conceptual apparatus known in the political and legal sphere were used. The analysis and comparison of existing basic documents of strategic planning are carried out. The type, definition of the concept and structure of the program document, which define the main stages of the creation and development of an experimental digital farm of an agrarian university, are substantiated. For the concept of the development of an experimental digital farm of an agricultural higher education institution, the authors formulated the following definition: a strategic planning document that was developed based on an analysis of the state of trends in digital transformation of agriculture in Russia and in the world, as well as an assessment of the characteristics of universities of the Ministry of Agriculture of Russia in the sphere of digitization of the experienced and production processes, which represents a system of views on the basic principles, priorities, goals and objectives of the development of the experiment of the experimental digital farm based on an agricultural university.
