Term of law-making in the view of legal drafting and rule-making

There is law-making considered in the view of such wide-spread legal categories as legal drafting and rule-making taken forth in the paper. The problems to be taken into account within law issuing are solved. The importance of law plan analyzing is highlighted by Russian president Vladimir Putin. The basic factor for providing the quality of the legal acts projected and issued remains the quality of the legal process understanding of which requires the modern conceptual approach. The legal term law-making is firstly analyzed in the light of two parallel methods which are analysis of the term and analysis of the law-making functions. The term “creation” is considered regarding to the legal area. The creation in the field of legal area is scientifically approved and process-regulated creation of legal norms allowing certain creativeness rather than free flights of thoughts, talents and fantasy. The law-making functions are constituted to be established three ones: rule-making, regulation and term functions therein. The best legal practice requires the clear terms “law-making’ and “law-making activities” in the forward manner while law-forming is necessary to be understood within doctrinal analysis objectives.
