The concept of sovereignty in the context of the problem of ensuring the security of the rule-of-law state and society

The universal concept of sovereignty, synthesizing the concept of sovereignty of state and sovereignty of people is not an abstraction, but it has a specific content. It is not justified theoretically and methodologically to place state sovereignty in a contradictory opposition to sovereignty of people, which has been making by modern apologists of globalization; they are trying through it to substantiate the conclusion of preserving sovereignty of people with partial alienation of state sovereignty or its “competencies”. This kind of “dualization” of the concept of sovereignty implies a threat to the security of the rule-of-law state, society and the individual.
