The purpose of the article is to conduct a conceptual-categorical review of the concept of «entrepreneurial literacy» as a condition for its formation and development. The author analyzes the existing interpretations of entrepreneurial culture, entrepreneurial competence and entrepreneurial literacy in the literature and shows that entrepreneurial literacy is the initial (basic) degree of a person's mastery of the skills of economic activity, allowing him/her to participate consciously and purposefully in social processes of production, exchange and consumption of material goods. Entrepreneurial literacy presupposes the availability of initial entrepreneurial knowledge and skills, but does not include relevant skills in their traditional understanding as an automated action. These skills are developed later, as the entrepreneurial competence is formed.
