Conceptual apparatus as a point of growth in legal science and practice

The article addresses the problem of the lack of uniformity in the conceptual apparatus as a crucial element of law. Precise understanding of terms is a necessary condition for effective legal regulation. However, in legal science there is a problem of fragmentation (pluralism) of the concepts used: many synonyms (problem of synonymy), including new words and archaisms that were borrowed from the USSR era; the lack of universally recognized definitions. All this leads to an ambiguous interpretation and application of legal concepts, a decrease in the level of legal culture and public confidence in the law as a whole, as well as diminishing the effectiveness of legal regulation. The author proposes a specific solution to this issue: a methodology for defining legal concepts and the creation of a recommended electronic registry of their definitions, developed by leading representatives of the domestic legal scientific community and supported by the authority of state power.
