The paper considered practices back in time of tutor school boards established with educational institutions in the Ufa Province, those having functioned as the public supervision authority (years 1865 to1917). The paper presented, on the basis of conventional historic approaches and applying the combined research techniques, the study that for the first time explored the establishing and functioning of tutor school boards in educational institutions of the Ufa Province, within the scope of the all-Russia education policy, however with some regional peculiarities of implementing it. This policy turned to be the turning point in upgrading the educational set-up in Russia to the level of the world powers. The historic experience has shown that the State-to-public partnership has contributed much to success.
