Popularization of the Main Principles of the TEMP74 Educational Strategy through Formal and Non-Formal Advanced Training of Teachers and Management Personnel of the Regional Education System

The research problem and the rationale for its relevance. The relevance of the issues raised in the article is confirmed by an analysis of pedagogical theory and the practice of educational activity. The necessity of ensuring the specialized orientation of general education and coordinating the efforts of various organizations in career guidance activities is substantiated. The timeliness of justifying and implementing such a phenomenon as specialized education in the regional educational system is stated. It is indicated that new approaches to the organization of specialized education are reflected in the “Concept of creating and scientifically and methodologically supporting the functioning and development of a network of specialized education in the Chelyabinsk region,” which was named the TEMP74 educational strategy. It is noted that teaching staff and management personnel of the regional education system have not yet fully mastered the provisions and features of this educational strategy. In connection with these circumstances, the need to popularize the ideas of the TEMP74 educational strategy has been updated. When setting the research goal, the authors proceeded from the assumption that the success of introducing specialized education into broad educational practice is associated with the implementation of a model of a regional institute for the development of education, which has ample opportunities for formal and non-formal advanced training. The research goal is to substantiate ways of popularizing the TEMP74 educational strategy among teaching staff and management personnel of the regional education system through formal and non-formal education. The analysis of the literature indicates the prospect of studying ways to organize specialized education as a new area of pedagogical knowledge and the need to popularize this idea in the pedagogical community. The methodological basis of the research consists of scientific principles that substantiate the content and unified approaches to the implementation of specialized education in the general education system. The results related to the characterization of methods for popularizing the main provisions of the TEMP74 educational strategy, based on the implementation of formal and non-formal advanced training within the framework of the activities of the regional institute for the development of education, are presented. The scientific novelty of the research is associated with the consideration of specialized education as a new phenomenon in the education system, which is based on the comprehensive implementation of specialized training, career guidance, and vocational training. Popularizing the ideas of specialized education is seen as a condition for ensuring the successful implementation of the educational strategy under consideration in pedagogical practice. The theoretical significance lies in the development of ideas about ways to popularize scientific psychological and pedagogical knowledge through formal and non-formal advanced training. The possibilities of such methods of formal and non-formal advanced training as the development and promotion of additional professional programs and modules, the design of comprehensive maps of scientific and methodological support are presented. The practical significance consists in describing the specific content and methods for implementing methods of formal and non-formal advanced training that can ensure the popularization of organizational and pedagogical strategies for the implementation of specialized education. The importance of the activities for making managerial and pedagogical decisions aimed at improving specialized education in the regional system of general education is noted.
