On the attempts to change taxation in Russia under the influence of famine of 1891-1892

The crises in the socio-economic sphere of the development of the state, the lack of modernization of all the aspects of social life led to the mass famine in 1891-1892 which affected the grain-growing territories of Central Chernozemniy region. In attempt to solve the problem the government and the local authorities had taken a number of steps (food and cash assistance, seed grains distribution, train travel privileges for seasonal migrants, free dining-rooms, various lotteries, etc.) the aim of which was to get out of the wretched plight. The range of measures targeted at solving the problem was not enough. The necessity of reforms was evident for the representatives of all governmental agencies including the Ministry of Finance. The latter had worked out an advanced for the Russian Empire income tax bill. Due to the inability of the government to make right decisions the income tax bill had not gone into effect instead of it a scanty in every sense of the word, rent tax bill was enacted into law.
