The article is devoted to the analysis of the contradictions of the Russian Federation Parliament creation system, of the functioning of the Constitutional Committee of the Congress of the People's Deputies and Constitutional Meeting; as well as to the analysis of the Russian Federation Constitution which is the main source of the contradictions in the electoral system and electoral law of the RF.
