The procedure for forming a personnel reserve in the municipal service system on the example of the city of Abakan and the Republic of Khakassia

The article discusses the concept of the personnel reserve, highlights the goals and objectives of its formation, proposes amendments to the legislation that enshrine a single concept of the personnel reserve of the municipal service and common principles of its formation. The article analyzes the procedure for the formation of the personnel reserve of the municipal service on the example of the Republic of Khakassia and the city of Abakan, identifies and characterizes the stages of the formation of the personnel reserve.
