Procedure for selecting priority facilities to prevent rail security violations on the basis of their social and economic consequences analysis

Ensuring the safety of passenger and cargo transportation by the railways of the Russian Federation has always been a priority goal of the area of responsibility of railway workers, to achieve this goal a set of administrative, technical and technological measures is implemented annually. The transport company is constantly and systematically working to prevent cases of traffic safety violations (NBD) on the infrastructure of Russian Railways OJSC (RZHD OJSC). In each investment budget of the company, funds are allocated in a separate line to ensure a safe and reliable transportation process. Based on the management system of the infrastructure owner, in order to monitor the activities of structural units, evaluate the effectiveness of the implementation of measures aimed at improving the level of security, as well as analyze the implementation of the set targets, both unified indicators and data reflecting the specifics of the activities of a particular territorial or functional branch are needed. To solve the problems of managing the state of safety, it is necessary to prioritize the implementation of preventive measures. The paper considers a list of indicators characterizing the level of traffic safety in Russian Railways and the company's branches for railways and central directorates, which are part of the company's production unit; the stages of the process of identifying priority objects are studied. According to the authors, when identifying specific facilities, the state of which may adversely affect the safety of transportation, it is necessary to be guided by a rating system that makes it possible to reasonably include the relevant measures in the investment project "Improving traffic safety". When constructing such a priority series, both absolute (the number of NBD and economic damage from them, social losses - the number of injured and dead) and relative (taking into account the volume of traffic) indicators are used. The approach to cases of traffic accidents at railway crossings is considered separately, as the most dangerous objects in terms of injuries and deaths. An algorithm for reviewing the results of the analysis is proposed, which makes it possible to single out a “critical group of objects”, as well as taking into account the negative dynamics of indicators over a given time.
