This article deals with the main problems of functioning of Russian civil aviation and the system of aviation training in the transition to the market economy. Entering the air transport market was supposed to create a competitive environment, and not only fully satisfy the country's requirements for air transportation, but also ensure the improvement of their quality. However, air transport faced a multiple increase in the cost of aircraft, the appreciation of material resources (equipment, composite materials, spare parts, etc.), and the significant increase in energy prices. There were difficulties connected with the staff changes and restructuring in the aviation industry. Almost all relations were broken all over the years. The crisis processes in Russian economy caused a severe crisis in the air transport sphere as well: the passenger and freight traffic indicators fell sharply. This reduction was due to the withdrawal of independent states from the USSR and the reduction in the volume of air transportation throughout the country...
