Capacity of agro-industrial complexes of Krasnodar krai and the Rostov region in realization of policy of import substitution

The possibilities of import substitution are defined by carrying out the modernization of production, efficient activization of investment and business activity. The import substitution in agrarian and industrial complex possesses the most effective multiplier of the creation of new jobs today. In the article it is emphasized that the problem of import substitution is actual for the Russian Federation during the past two decades. Having a huge potential for the development of agrarian and industrial complex, Russia isn’t fully provided with meat and meat products, milk and dairy products, vegetables, fruit and berries of own production. The solution of this problem demands carrying out the competent policy directed on the overcoming of infrastructure restrictions in agriculture, search of available financial resources for production development, etc. The author provides the results of the comparative analysis of social and economic processes in agriculture, estimates of import substitution potential in Krasnodar Krai and the Rostov region. The condition of the meat market in these regions is investigated, the factors constraining its development are revealed. The conclusion is drawn that these southern regions have real prospects in successful realization of the strategy of import substitution as they have essential competitive advantages: natural resources, capacious domestic market of sale, high quality of the production, confidence of consumers, etc.
