Potential the social and economic development of regions outsiders

In the article it is emphasized that the current state of the national economy and regions is not depressive but it is defined as an integration association with a negatively catalyzing effect of synergy that does not promote the formation of the way of the modernization development. The author singles out a group of regions of the agrarian orientation with the economy of a peripheral character. Using as the example six regions of the Northern Caucasus and Kalmykia having territorial adjacency in the southern border-zone of Russia and a gnoseologically developed community in civilization signs and mentality the essence of a peripheral condition of their economy is displayed. As the opposition to the concepts “depressiveness” and “peripheral character” the intrinsic characteristic of a peripheral condition of regional economy is given. The author assumes that the peripheral character of the economy of regions is a more difficult problem, than the depressive economy. The measures directed not only on the institutional orientations in the improvement of the economic relations but also on the factors influencing the development of the economy (sociological, politological, judicial, informational ones) are necessary for overcoming the difficulties...
