Enhancing the efficiency of municipal business operation due to implementation of programme centered approach (by the example of Barnaul)

The paper is aimed to formulate proposals on improving operation of municipal business. When drawing up the schedule to evaluate effectiveness of municipal programmes the basic foundations of programme centered approach were applied. The article proves to be sufficient due to fact that the author's proposals can be used in government bodies' management, local bodies' activities and in legislation process.
