Efficiency improvement of economic management of municipalities in the terms of fuel-energy complex development

Ensuring the competitiveness and financial strength of the fuel-energy complex, energy efficiency improvement of economic sectors is one of the municipal policy priorities. This article attempts to analyze the energy efficiency of the economy at the level of municipalities. The article author is de- veloped criteria and presented the express-analysis methodology, which is founding on the rating estimation of economic- energy potential of selected territory. This methodology has been tested in the analysis of municipal economies of one of the energo-critical Russian regions as the Lipetsk region. The conducted research allowed identifying the key directions by efficiency improvement of economic management of the municipality. The obtained results can be used in the management of municipalities in different regions, especially if there is the similarity for main groups of criteria to the Lipetsk region.
