Improvement of quality of education and scientific activity of higher education establishments

The article analyzes problems of improvement of quality of education and scientific researches in higher educational institutions. It describes possible strategy of quality to solve a problem of competitiveness growth of the Russian education and science. It concludes about sufficient effectiveness of scientometric parameters system as tool of the solution and estimation in implementation process of a task in view.
