All this makes it necessary to improve all management systems. The system within the framework of personnel management can be adequate, that is, it is formed taking into account the requirements of international standards and is aimed at achieving high quality personnel management. It was found out that the implementation of the quality policy at the enterprise provides for the formation of such a personnel management system that will ensure compliance with the basic principles of the quality management system based on the justification of the directions of their implementation. The classification of quality management principles into two groups includes general principles, which include leadership, continuous improvement, process and system approaches to management, and partial principles of quality management, among which the main ones are personnel recruitment and customer orientation. It has been established that the vast majority of enterprises in the Moscow region receive bonuses for the main results of economic activity and for saving material resources. A characteristic feature of the existing incentive systems is the practical lack of stimulation of innovative activity of employees and insufficient funding for the professional development of personnel in production.
