Increasing the level of protection for rental participants

The article discusses issues related to increasing the level of protection of the rights of participants in the rental of housing (tenant and landlord). Special attention is paid to the experience of foreign countries, which, according to the author, can be replicated in Russia. The author conducts a comparative analysis of the functionality of current Russian rental platforms and concludes that these platforms are focused on protecting the rights of tenants, not landlords. Accordingly, it is proposed to launch a single housing rental platform of the Ministry of Construction of Russia and supplement it with additional tabs (settlement of disputes, taxation of homeowners renting it out, responsibilities and risks for rental participants, etc.). The analysis of insurance products in the insurance market for tenants and landlords showed that their range is limited and necessary to consider the possibilities of developing and offering new insurance products for this segment of customers. Referring to the successful experience of Spain, it is proposed to introduce insurance against non-payment when renting housing with the calculation of an individual insurance tariff.
