Improvement of stability of economy of the regions of Russia at the cost of mineral and primary products potential

Some issues of increase of the natural resource raw component in a profitable part of the country budget, socially fair inter-branch redistribution of the natural rent, and maintenance on this basis of the evolutionary transition to steady innovative development, are considered in the article.
