Practice of organization of interbudget transfers abroad, possibility of application in Russia

In this article, foreign experience in providing intergovernmental transfers by the example of the USA and France; instruments for providing transfers abroad have been identified; conclusions were drawn on the possibility of applying schemes of granting interbudgetary transfers abroad to Russian practice. Several problems have been identified in the state of intergovernmental fiscal relations of the Russian Federation. The results showed the presence of a similar apparatus for the implementation of intergovernmental fiscal relations, but different implementation in connection with the different levels of centralization of power and administration.
