GR-Management Practices for Approving Transactions of Legal Entities with Foreign Participation during the Period of Restrictive Measures by the State

During the period of restrictions established in 2022 in connection with the special military operation, the regulation of the activities of foreign companies in Russia underwent significant changes. The possibilities of advocacy – interaction between government agencies and non-profit organizations – have expanded. The aim of this article is to identify the features of GR management practices for coordinating transactions of legal entities in the Government Commission for Control over the Implementation of Foreign Investments in Russia during the period of restrictive measures by the state. For this purpose, an analysis was conducted of the use of the lobbying resource of specialized industry unions and associations, the media, positioning of transactions before the authorized federal executive body and the Government Commission. The concepts of communicative, neo-institutional, normative approaches, as well as the case study method were used as a methodological justification for the study. It is concluded that advocacy coalitions are capable of forming a “common state agenda” during a special period of restrictive measures by the state. Recommendations are given for creating institutional and communicative conditions for effective interaction between the authorities and non-profit organizations during this period.
