Rules for admission to civil service in foreign countries

The article discusses the ways of effective organization of personnel activities in the civil service system in different countries. The basis for the organization of personnel work in many states is the policy of human resource management. Practice shows that working with human resources is becoming a decisive factor in increasing the efficiency of both production and public administration. Referring to foreign experience in the formation of the personnel potential of the civil service, it is possible to determine promising directions for reforming the personnel management system in government bodies. Abroad, a large experience has been accumulated in providing all sections of the civil service with trained personnel, as well as career advancement of civil servants. Application of this experience is of considerable interest and benefit for Kyrgyzstan.
