The right of citizens to appeal in Russia has a long history and, despite the fact that the Soviet state was characterized by a rich constitutional tradition, it was not fixed in the Basic Law for a long time. The article deals with the formation and development of the institution of citizens' appeal in different historical periods. A feature of the development of this institution is its fundamental difference between the pre-revolutionary and post-revolutionary period.
