The right to a healthy environment and the right to ecological safety

In the paper the author considers the issues of liability for environmental offences, analyses the characteristics of environmental violations, specifies criteria for distinguishing between criminal and non-criminal acts in the sphere of ecology, the author introduces the concept of "socio-ecological relationship" to describe the object of criminal environmental encroachments. Legal groundwork for stability conditions for the existence of such a system is the main task of the criminal law in combating environmental crime.
