Right to the city in modern Ulan-Ude: territorial contexts and forms of implementation

Taking into account the institutional features of the implementation of the right to the city in modern Russia (early 2020s), the author suggests that it is primarily embodied in the country mainly as a struggle of citizens for an adequate quality of the urban environment and equal access of all citizens to the public goods of the city. Less often, it is a struggle of citizens against the renovation of their territories (individual housing construction sector, apartment buildings, public spaces in local microdistricts, etc.). Using the example of Ulan-Ude, the author shows that the right to the city in this interpretation one can designate in at least three territorial contexts: 1) citywide; 2) from the position of the least well-appointed city microdistricts; 3) suburban one. The key form of implementing this right in the city is territorial public self-government (one of the types of direct participation of citizens in local government in Russia), developed in the city in the 2010s.
