Right to education: problems of implementation under the conditions of the higher school modernization

The article is devoted to the research of the right to education as a natural, fundamental and absolute right of an individual. The author has analyzed the practice of the Higher School modernization from the point of view of its implementation and came to the conclusion that it is necessary to reform the management of the Higher School taking into account market conditions in education and the role of educational relations subjects in solving the problems of its quality.
