Veto as a sign of the ruling political elite

The work is devoted to determining the sign by which one can distinguish the ruling political elite from other social groups: it is blocking political decisions that do not meet the interests of the elite to maintain a special position in society and the state (the right of veto). The article contributes to the development of the veto players theory, which is generally based on the idea of maintaining the status quo by blocking initiatives. The author identifies two dimensions related to publicity and the formal status of political actors that form the veto field.
