Law-making function in the system of powers of the Prosecutor's Office of the Russian Federation

The Prosecutor's Office of the Russian Federation, being the key supervisory body ensuring the rule of law in society and the state, also faces the need for rule-making in the course of implementing its supervisory and control powers. The authors noted that this function is carried out by the department in question simultaneously in two aspects: as a result of supervision, that is, to make adjustments to the current regulatory legal acts and their drafts; as a way to eliminate legal conflicts and other imperfections of the current legislation. The article emphasizes that the rule-making activity of the prosecutor's office is practically inseparable from the supervisory one, being with it in systemic unity in its target and functional purpose. The importance of rule-making by the prosecutor's office for ensuring compliance with the principle of the rule of law and implementing supervision over the legality of regulatory acts is also noted.
