Lawmaking of federal executive bodies: peculiarities of regulation and specifics

The subject of the article is the consideration of the peculiarities of regulation of the sphere of law-making of executive authorities of the federal level. The purpose of this article is to study the main approaches to the organization of the law-making function of the federal executive authorities, the existing problematic aspects in this area and the development of proposals for improving the efficiency in this area of d epartmental activity. In the course of the study, it was found that the law-making of federal executive bodies has a number of serious shortcomings, which is determined by a number of systemic reasons (a significant number of federal executive bodies, a large amount of existing regulatory legal acts, existing contradictions and conflicts of legal norms, violation of legal technique, lack of a mechanism implementation of the law). It is concluded that it is necessary to constantly monitor all, without exception, the elements of the system for the formation of the normative law-making base of the federal executive authorities and its application in practice. It is also proposed as a possible solution to limit the law-making functions of federal executive bodies, to reduce the total number of departments endowed with law-making functions.
