The legal institutionalization of e-government

Legal consolidation of basic social institutions is necessary under the conditions of transmission to the information society. Information space, which is mainly represented by the Internet is a major area to develop a fundamentally new component of the law. In order to ensure legal regulation in the information environment, it is necessary to analyze the trends. Such a study is not exclusively legal. It requires special knowledge in both engineering and technology, sociology and political science, as well as in other fields of knowledge. This article is focused on the following areas of modernization of law from the point of view of computer technology development, information systems and information and communication technologies: 1) establishing a system to ensure access to modern information and communication networks; 2) regulating state and local governments presence in such networks; 3) developing special procedures of jurisdictional and non-jurisdictional nature associated with resolving conflicts by means of computer technology, information systems and information and communication technologies; 4) forming institutions of the information society self-regulation.
