Legal culture and the rule-of-law state

The process of rule-of-law state formation is accompanied by the formation of corresponding legal culture. At the same time the legal culture contributes to further improvement of the rule-of-law state. That’s why it is obvious that access of broad segments of the population to the legal knowledge is necessary which simultaneously implies the rise of authority and significance of rights and law in public consciousness.
